The Qualified Workforce Housing Incentive Program (QWHIP) is the City of Driggs’ tool to encourage the creation of deed-restricted workforce housing within the city limits. The program allows developers to voluntarily build workforce housing units in exchange for development incentives such as annexation, increased density, lot coverage, or building height, and certain fee or mitigation waivers.

QWHIP is designed to increase the supply of long-term affordable rental and ownership housing for people who work in Teton Valley. All workforce units produced through the program are permanently deed-restricted to ensure they remain available for local working households.

Teton Valley Housing has been selected by City of Driggs to serve as the Authorized Administrator for the Qualified Workforce Housing Incentive Program (QWHIP). This exciting, incentive-based program aims to increase the supply of below-market homes for those who live and work in Teton Valley.

The Signal West Housing Task Force will meet six times between October 2024 and March 2025 to explore potential housing types, income targets, and funding options and provide recommendations to the Teton Valley Housing Board of Commissioners. 


“We are thrilled to involve our community in Signal West,” said Jerod Pfeffer, Executive Director of Teton Valley Housing. “Housing is at the heart of a healthy community, and we want to make sure that the voices of those who live and work here are part of the process. This task force will play a vital role in making sure the development truly reflects the needs of our residents.”

The 1.136-acre parcel, located in downtown Driggs, was acquired in partnership with Teton County, Idaho, from The Nature Conservancy as part of their commitment to balancing conservation and community needs. This parcel will be the future site of Signal West, a neighborhood designed to provide affordable, quality housing options for residents working in Idaho. 


Nan Pugh, Chair of the Teton Valley Housing Board of Commissioners, also emphasized the importance of community involvement, stating, “The success of Signal West relies on the input and ideas of our community. This is more than just building homes—it's about creating a future for Teton Valley’s workforce and ensuring that we stay true to the values and spirit that make this place special.”

Teton Valley Housing is excited to announce the formation of the Signal West Housing Task Force, offering community members a unique opportunity to participate in the planning phase of Signal West, a new project aimed at creating affordable housing opportunities for Teton Valley’s workforce. 

The Land Use and Employee Generation Study documents current links between the construction of new commercial and residential development, the employees generated or induced by the development, and those employees’ need for housing. The information may be used by the local jurisdictions in Teton County, Idaho to inform incentive standards and support annexation and entitlement negotiations and other discretionary planning decisions where the impacts of new development on affordable housing may be mitigated. The study will also inform developers on the need for affordable workforce housing to serve their proposed development and encourage inclusion of such housing in their plans.

Economic & Planning Systems delivered the completed Employee Generation Study to Teton Valley Housing this June. The study, funded by Teton County, Idaho, calculates the additional workforce housing demand created by new market residential and non-residential development. This will support local efforts to understand better and address the workforce housing shortage.

Four million dollars in state funding has been approved by Idaho Housing and Finance for the Sherman Park Workforce Housing project on 3.39 acres at the intersection of Agate Ave and Baseline Rd in Victor.  The project is composed of 90 apartments with 23 being deed-restricted as affordable to households earning up to 80% of the Area Median Income (AMI) and 32 units affordable to households earning under 120% of AMI. Construction is currently underway.

Join Teton Valley Housing on July 17, 2026 at 3pm to celebrate the groundbreaking of the 175 Front Street affordable housing project. Our partners, NW Real Estate Capital Corp, are building 23 below-market apartments plus three Teton County, Idaho employee housing units. The development will serve households earning between 40 and 80 percent of Area Median Income and will contribute to a more vibrant, walkable downtown neighborhood.
